Mr. Cittadino began his career at Ft. Monmouth, New Jersey in 1955. From July 1955 to July 1961, he worked at U. S. Army Research and Development Laboratory (USARDL) and was active in the development of Army communi­cations equipment including the VRC-12 family. In 1958, he was a pioneer in the early development of satellite communications, playing a key role in the development of Project SCORE, the world’s first communications satellite as well as the COURIER and Army satellite systems. From 1961-1968, he served as the chief of the Tactical Systems Division of the U. S. Army Satellite Communications Agency (SATCOMA) again playing a key role in the test and evaluation of the first synchronous altitude communications satellite, SYNCOM.

From July 1968 to March 1977, he served as program manager for the Army’s Navigation/Control Systems (NAVCON). In this position, he was responsible for the formulation and execution of the technical program encompassing the design, development, production and operation of two distinct but technically related systems—the Positioning and Navigation System (PANS) and the Air Traffic Management System (ATMS). 

John held increasingly responsible engineering and management positions at Fort Monmouth until his appointment in March 1977 as director of Theater and Tactical C3 Systems in the Office of the Secretary of Defense (OSD) in the Pentagon.

In this capacity, he was responsible for R&D and procurement programs for systems of the four valued at approximately $8.0 billion per year. His duties included providing technical and scientific expertise, policy and management guidance for the major mission areas of the Army, Navy, Air Force and Marine Corps in Theater and Tactical C3 Warfare Command and Control, and positioning and navigation.  Among the major systems under his direction were: NAVSTAR Global Positioning System (GPS), the Joint Tactical Information Distribution System (JTIDS), the U.S. Combat Identification System (MK-XV), the Enhanced Position Location Reporting System (EPLRS), the Joint Tactical Fusion System, AWACS (E3-A) and the Army Battle Command System (ABCS). He was the DOD Focal Point for NATO and Pacific Allied C3, as well as the FAA managed National Airspace System.  He served as the principal U. S. delegate to the Senior NATO Committee on Communications-Electronics.

John served as a member and chairman of the National Defense Industrial Association (NDIA) C3ISR Executive Committee.  For several years, he chaired a CERDEC Senior Advisory Committee on C3I and a Joint Senior Advisory Group (JSAG) to the Assistant Secretary of Defense (C3I).  He is the recipient of numerous awards including the NDIA Dr. Eugene Fubini Annual Award, the Secretary of the Army’s Patriotic Civilian Service Award, the National Security Industrial Association (NSIA) Meritorious Service Award and the Senior Executive Service (SES) Excellence Award.

John was selected by the Secretary of the Army to serve as a member of the Army Science Board and over a ten year period participated in numerous studies focused on the development of Army C4ISR capability.    He has been a member of the American Institute of Aeronautics and Astronautics C4I Technical Committee, Armed Forces Communications/Electronics Association (AFCEA) and a member and past Chair of the National Defense Industrial Association (NDIA) C4ISR Executive Committee.

Upon retirement from federal service in 1987, he founded and served as president of JCC Technology Associates.  In this capacity, he provided technical and managerial consultant services on C4ISR, Networks, Information Technology, Space, Navigation and Air Traffic Control Systems to DOD, other government agencies and to more than 30 leadinghigh-tech companies.

In 2012 , John retired as president and owner of JCC Technology Associates, Inc.

Born in Long Branch, New Jersey.  He grad­uated from Long Branch High School in 1951 and received his BS in Mechanical Engineering from New Jersey Institute of Technology (formerly Newark College of Engineering) in 1955.  He received his Master of Science Degree in Operations Research/Engineering Management from Stevens Institute of Technology in 1964.  He is a 1976 graduate of the National Defense University, Industrial College of the Armed Forces (ICAF).

John resides in Gaithersburg, MD with his wife, Dolores.  He is the proud father of Kristin and John, Jr., as well as the proud grandfather of Erin and Katherine.
